However, I argue that it does become such a principle for the United States. Race became a key, some argue the key, constitutive line of stratification within the United States. Historically, the racial stratification that has shaped the United States coalesced into a racial order. The. American racial order assigned racial groups various degrees of citizenship rights, legal status, relationships to the security apparatus, places in the economy, and the amount of status to be conferred on members of each racial group.

By fundamental constitutive stratification lines I mean that, histori cally, societies of which we have records have been organized systemati cally to provide favorable outcomes for privileged groups. Favorable out comes include material goods, life chances(including the ability to capture resources), status, individualautonomy (considerthe role ofwomen in many societies, or of slaves), and ideologicalprivileging/degradation of a group's place in the social order. Most, perhaps all, societies on record which reach a certain stage of development have at least two such organizing principles.

For most of black history, the discourses of the black counterpublichave been partly hidden from view. 15 As Sandershas conclusively demonstrated, interracial dialogue within the United Statesis marked by both blacks and whites adopting more moder ate and conventional political standpoints than when they talk among themselves (Sanders 1995a, 1995b). Thus, the antiliberal tendencies of black political discourse are to some degree masked, especially when blacks andwhites aredirectly debating politics.
